Sector Structure
Wastewater
The Wastewater Sector is governed by Law No (17) of 2005, as amended.

In addition, Law No (19) of 2007 identifies the regulated activities that are the responsibility of the Bureau. With regard to the Wastewater Sector, the following activities are defined:

  • Collection of sewerage from premises;
  • Treatment and process of sewerage and wastewater; and
  • Disposal of wastewater and sewerage.
These three regulated activities are illustrated below:

Sewerage network or tankered collection of wastewater or grey water from domestic, commercial or industrial customers.

Treatment

Appropriate treatment of collected wastewater or grey water to approved discharge standard.
 


Safe and sustainable reuse or disposal of wastewater residuals, including treated sewage effluent, treated grey water and biosolids.

A prospective Licensee can apply to the Bureau to carry out some or all of the regulated activities in the wastewater sector. If the prospective Licensee does not intend to carry out the three activities then it must ensure that robust commercial and technical arrangements are in place with the relevant existing wastewater licensee.
