The Sector is governed by the following instruments:-
Water and Electricity
Governed by Law No (2) of 1998 concerning the Regulation of the Water and Electricity Sector in the Emirate of Abu Dhabi, as amended.
Amendments to Law No(2) of 1998 are as follows:

Law No (19) of 2007 , effective 1 July 2007 which (amongst other things) made some amendments to the Bureau’s reporting structure, as well as extending its authority to regulate the activities of collection, treatment and disposal of sewerage and wastewater.
- Law No (9) of 2009, effective 31 July 2009 which may allow an entity to be licensed to undertake more than one Regulated Activity.
Wastewater
Governed by Law No (17) of 2005 concerning the establishment of the Abu Dhabi Sewerage Services Company, as amended.
Amendments to Law No (17) are as follows:

Law No. (18) of 2007 effective 1 July 2007 (which allows other sewerage services companies licensed by the Bureau to connect to Abu Dhabi Sewerage Services Company (ADSSC) assets);

Law No (12) of 2008 which allows ADSSC to sell treated wastewater effluent to any body or company rather than just the Department of Municipalities and Agriculture; and
-
Law No (12) of 2009 which relates to a change in the shareholding structure and internal management of ADSSC’s affairs.
The Bureau makes certain that all Sector related activities are undertaken in accordance with these Laws, with a primary duty to ensure the continued availability of potable water and electricity.
In order to regulate and supervise the Sector, the Bureau has powers to issue: -
