Single Buyer
Abu Dhabi Water and Electricity Company (ADWEC) is the single buyer of water and electricity in the Emirate of Abu Dhabi.

ADWEC's role is to ensure that sufficient production capacity is available to meet all reasonable demands for water and electricity in the Emirate and that it is economically procured.

This role is fulfilled through the preparation of long-term demand forecasts and an annual generating capacity expansion plan, which is approved by the Bureau.

ADWEC purchases water and electricity from the producers under long-term Power and Water Purchase Agreements (PWPAs) and sells it to the distribution companies via annual Bulk Supply Tariff (BST) agreements.

ADWEC also purchases the main fuel (natural gas) from fuel suppliers and provides it to the producers. ADWEC is a wholly-owned subsidiary of the Abu Dhabi Water and Electricity Authority (ADWEA).
