Part of the Bureau's function is to approve and propose modifications to the Water Transmission and Distribution Codes.

The Codes are designed to ensure the optimum operation of the Abu Dhabi Water trunk mains system and the water distribution network and include measures relating to water quality, contingency arrangements, connections, planning and incident notification procedures.

The Codes are also designed to ensure a secure and regular supply of water through the water transmission and distribution systems.

To ensure compliance with the Codes, the Code is kept under review. Review panel meetings are held to discuss and propose modifications in accordance with Code procedures and the panel framework.

Water Distribution Code

The Distribution Companies (AADC & ADDC) are obliged under Condition 3 of their licences to maintain a Distribution Code, detailing technical parameters and other requirements relating to the connection and the use of their distribution systems.

AADC and ADDC currently operate the same version of the Code which is kept under review by the Distribution Code Review Panel. The Panel meets quarterly and is attended by the relevant companies in the sector, including one generation company, as well as the Bureau.

All modifications to the Code have to be approved by the Bureau in accordance with Article (55) (8) of Law No (2) of 1998, as amended. A new version of the Code was issued on November 2002 which incorporated changes to the definition of ‘high demand’ and ‘low demand’ customers/users and the associated requirements. Some changes (simplification) were also made to requirements on the provision of information by users. The code was further amended in July 2010, primarily under Chapter 3 Water Distribution Planning Code Annex C Technical Parameters and Design Guidelines.

The Distribution Code contains the following main sections:
  • Distribution Glossary and Definitions
  • Distribution General Conditions
  • Distribution Planning and Connection Code
  • Distribution Operating Code
  • Distribution Data Registration Code

Water Transmission Code

The Abu Dhabi Transmission and Despatch Company (TRANSCO) is obliged under Condition 3 of its licence to maintain a Water Transmission Code which specifies operating procedures and technical parameters governing TRANSCO’s relationship with all users of the transmission system. The code is maintained by the Transmission Code Review Panel which meets approximately quarterly.

All modifications to the Code have to be approved by the Bureau as stated under Article (55) (8) of Law No (2) of 1998, as amended. The first revision to the Water Transmission Code was made in September 2004 which incorporated changes mainly in the demand forecasting, following extensive review by the Code Review Panel and the Bureau. In January 2012 the Bureau approved a fourth revision of the Water Transmission Code, in relation to a new timeline being introduced in the Planning Code and Operating Code.

The Water Transmission Code contains the following main sections:
  • Glossary and definitions
  • General Conditions
  • Planning Code
  • Connection Code
  • Operating Code
  • Scheduling and Despatch Code
  • Date Registration Code.
